The Energy Conservation Assistance Program (ECAP)

ECAP is a no-cost program from BC Hydro and FortisBC for income-qualified households, with expanded offers supported by the Province of B.C. through CleanBC and Natural Resources Canada through the Canada Greener Homes Affordability Program. Hudson delivers the program in the field — helping families improve home comfort and save energy.

What ECAP does: Qualified households receive a free home energy evaluation, personalized advice from an energy expert, and free installation of recommended energy-efficiency upgrades. The evaluation determines which upgrades are suitable for each home — and there is no cost to the participant at any stage.

Our role: As a program delivery contractor, Hudson schedules and performs home energy evaluations, coordinates and installs approved upgrades — some requiring more than one visit — and completes full program reporting back to the utilities.

Who delivers it: Home visits are performed by Hudson’s own licensed, background-checked technicians — held to the same standards as our residential service business for 27 years — supported by qualified sub-trade partners where specialized work requires it.

Check eligibility & apply

Households review the income requirements and apply through their utility, with proof of income for household members 18 and older.

Free home energy evaluation

An evaluator assesses how the home uses energy, provides personalized energy-saving advice, and recommends upgrades based on the home’s condition and heating system. Only upgrades identified during the evaluation can be offered.

Upgrades installed

Approved upgrades are scheduled at a convenient time and installed by qualified professionals, with guidance on using new equipment efficiently. Some upgrades may require more than one visit.

Follow-up

After installation, follow-up confirms everything is working properly, answers questions, and completes program quality assurance and reporting.
